New measures issued to encourage growth of foreign-funded R&D centers

The General Office of the State Council has issued new measures to further encourage the establishment of foreign-funded R&D centers. The measures, which came from the Ministry of Commerce and the Ministry of Science and Technology, spelled out directions for such centers to carry out scientific and technological innovation. 

How will the Beijing E-Town, which has seven municipal foreign-funded R&D centers, attract more innovative resources in the future? 

According to the measures, efforts should be made to increase support for foreign investors to establish R&D centers and carry out scientific and technological innovation activities, by playing a positive role in promoting high-quality development. 

The 16 policy measures cover four aspects: supporting scientific and technological innovation, improving R&D convenience, encouraging the introduction of overseas talents, and enhancing the protection of intellectual property rights.

Two years ago, SMC established SMC Investment Management Co in Beijing E-Town as its business headquarters in China. Last year, Mondelēz International Beijing invested approximately 32 million yuan ($4.61 million) to build a new production line in the area.

Last August, the first batch of Beijing foreign-funded R&D centers for 2022 was announced, and six of the 29 approved companies were from Beijing E-Town. 

With Synaptic Medical Technology (Beijing) Co. listed in the second batch of Beijing foreign-funded R&D centers, the number of municipal R&D centers in the Beijing E-Town has reached seven.

Beijing E-Town has fully played its role in institutional and mechanism innovation. It formulated the action plan for promoting enterprise R&D centers from 2022 to 2024, and created an international innovation ecology by exploring mechanisms for international intellectual property dispute resolution, building comprehensive international talent service mechanisms, and promoting the aggregation of innovative elements.
