Management Measures for the Use of Industrial Land Planning and Construction Indicators in Beijing E-Town released

At the 354th online conference of Beijing E-Town Innovation Release held on Aug 12, the Beijing Economic and Technological Development Area (BDA) issued the Management Measures for the Use of Industrial Land Planning and Construction Indicators in Beijing E-Town (Trial), which will strengthen the management and control of the area's planning and construction indicators to support and ensure the settlement of cutting-edge industrial projects.

The Measures clarified the following six points.

In terms of coordinating industrial quality and efficiency and intensive use of land, the BDA focuses on the four leading industries of Beijing E-Town and makes reasonable predictions on the benchmark plot ratio of planned industrial land.

When coordinating the new supply and stock renewal, the Measures sorted out status quo, planning, and approval status of the entire industrial land in Beijing E-Town, and mastered the base number of the planned new part and the stock renewal part of the industrial land.

In coordinating the total amount of resources and development needs, the BDA pushes enterprises to transform and upgrade independently through strict control of access.

Speaking of coordinating enterprise development and public interests, the BDA scientifically allocates planned building scale indicators based on companies' promised output value, capital investment, research and development capabilities, and other elements.

When it comes to the life cycle management and control of enterprises, the BDA will conduct management and control guidance for the enterprises' life cycle from indicator application, planning evaluation, plan preparation and approval, implementation and assessment, and carry out annual evaluations of industrial projects that apply for the use of indicators and establish a reward and punishment mechanism.

In terms of exploring innovative land policies, the BDA refers to relevant policies on urban renewal in Beijing and other Economic and Technological Development areas to explore policies for building scale identification of industrial projects and simplify the corresponding approval and review procedures.
