By the cool Liangshui River, with flowers and willows in full bloom on a spring day, a gentle breeze ripples the water's surface, accompanied by the morning light. 

Ms. Liang, who lives in a community by the river, practices tai chi here every day. "The scenery by the river is broad and the air is fresh. Morning exercises here are so enjoyable," she said.

With clear river water, green riverbanks, and beautiful scenery everywhere, it's a sight to behold.

Beijing E-Town has comprehensively implemented the river chief system in recent years. 

In 2022, the street-level river chiefs patrolled the river 482 times, effectively covering 621 kilometers of river. 

In addition to the daily river patrols by district and street-level river chiefs, professional personnel were also hired to join the inspection team, discovering and rectifying 23 issues throughout the year.

By the end of 2022, the construction of sponge cities in Beijing E-Town had achieved on-site precipitation and absorption of 70 percent of rainfall in 41 percent of the area. 

In addition, the water consumption for every 10,000 yuan ($1446.17) of GDP has been maintained at around four cubic meters; and high-quality reclaimed water accounts for nearly 30 percent of the total annual water consumption in the area and 40 percent of industrial water use.

Strolling in the Liangshui River Park, you may see green paths extend into the distance on both sides of the river, with viewing platforms and leisure benches readily available.
