The Second Beijing-Tianjin-Hebei National-Level Development Zone Business Environment Reform and Innovation Forum and the National Development Zone Business Environment Exchange Meeting raised its curtain in Tianjin Economic-Technological Development Area on Oct 12.

During the meeting, officials from Beijing E-Town announced 10 initiatives aimed at optimizing the business environment. They are:

The "one integrated license"

Since 2021, Beijing E-Town has implemented the "one integrated license" reform in 20 industries and 50 scenarios, achieving full coverage in lifestyle service sectors. This year, the scope will be expanded to include production service sectors.

Promote integrated scenario development

Deepen the integration of services in engineering construction and access approvals. In high-frequency scenarios such as work residence permits, radiology diagnostics, and construction projects, ensure that each matter is handled only once.

Innovate business service model

Establish 11 "E-Town Enterprises Service Ports" to create a physical platform for policy interpretations, and act as service stewards for businesses.

Land acquisition leads to immediate construction

Provide "one-on-one" services for business  planning to land acquisition. Efforts will be made to obtain project approval, construction project planning permits, construction permits, or construction preparation letters within 10 working days after "land acquisition."

"Zero Documentation" reform

Construct a multi-party governance model involving the government, property owners, and market entities, making it easier to obtain residence resources, standardize residence management, and simplify residence documentation.

A new model of cross-departmental supervision 

Extend integrated comprehensive supervision to all business complexes and shops. In critical areas directly affecting the safety of people's lives, properties, public safety, and key industrial settings like laboratories, expand both the operational scenarios and the working logic.

Create a credit demonstration zone

In advance approvals, provide facilitation measures, and trigger specific approval services based on a company's profile. 

In mid-term supervision, implement differential supervision based on the credit level of market entities. 

In post-monitoring, promote flexible law enforcement, implement minor penalties for first offenses, and enforce a no-penalty system for minor violations.

Standardize industrial land management

Ensure the red line for land use is upheld, activate existing resources, improve utilization, and establish a closed-loop management system to enhance the quality of industrial land, supporting high-quality industrial project development.

"One Manual for One Enterprise" service

For newly acquired land enterprises, customize a "Planning Manager Service Manual," which includes process maps, sample charts, self-assessment forms, notification lists, QR code databases, extensive content, and practical manuals spanning over 50,000 words.

Build a high-quality economic development zone business center

Comprehensively present the regional environment, industrial development, policy system, and resource endowment of Beijing E-Town, creating an immersive theme for business attraction and establish an "all-in-one entry service integration platform" for Beijing E-Town.
