Policy package of Beijing E-Town boosts economy

Beijing E-Town has successively introduced more than 30 inclusive policies, with an annual investment scale exceeding 5 billion yuan ($704.41 million), promoting the high-quality development of high-tech industries. 

The combined effects are evident, and it is estimated that by 2025, the proportion of the total industrial output value of large-scale industries will exceed 25 percent of the entire city.

In terms of financial support, the area has established a 10 billion yuan government investment guidance fund and a special fund for technological innovation, allocating 400 million yuan annually for technological innovation. 

Special policies supporting the listing and development of companies have also been introduced, with a maximum special reward of 12 million yuan for successfully listed enterprises.

In September, to secure land space, Beijing E-Town introduced implementation measures for urban renewal, and plans to carry out urban renewal on at least 100 hectares of land annually.

The area first introduced the "E-Town Enterprise Service Port" model nationwide. Over the past four years, the service ports have visited more than 50,000 companies, addressing nearly 6,000 enterprises' concerns.

In 2022, 12 reform measures, including "One Integrated License", were promoted citywide. In 2023, the area provided a "One Manual for One Enterprise " planning manual for key projects.

Additionally, Beijing E-Town introduced the country's first preferential policies and full lifecycle management method for enterprises, and a dedicated department was established to coordinate policy implementation.

In the field of integrated circuits, Beijing E-Town has built the largest industrial cluster with the strongest manufacturing capabilities, the most complete technology platforms, and the highest level of independent controllability. 

In regards to intelligent connected vehicles, the area has established city-level innovative application scenarios, promoting the construction of a cloud-controlled high-level autonomous driving demonstration zone. 

Currently, 22 testing companies with 739 autonomous vehicles have been deployed, realizing eight major application scenarios, such as unmanned retail and unmanned delivery, serving more than 2 million people on a regular basis. The construction of the demonstration zone in the 3.0 stage is progressing in an orderly manner throughout the city.

Taking the biotechnology and big health industry as an example, Beijing E-Town has introduced the "Biopharmaceutical 1+2" policy, specifying two development directions: innovative medicines and medical devices. 

The incentive for enterprises to conduct early research and clinical studies has been increased to 100 million yuan per year, with subsidies ranging from 10 million to 40 million yuan based on the different stages of clinical trials for new medicines. 

Beijing E-Town has now upgraded the "Ten Measures for Talent," allocating 1 billion yuan in special funds annually to support high-level talent innovation and entrepreneurship. 

The area sees four talents settle in the zone every hour, attracting over 400,000 talents from 78 countries and regions.

It is expected that by 2025, Beijing E-Town will account for more than 25 percent of the city's total industrial output value. 

The area's labor productivity per capita is expected to reach around 650,000 yuan by 2025, with over 2,300 national high-tech enterprises.
